Excerpt from Letter to Hon. Anita Anand, MP, Treasury Board President responsible for how the PSDPA is implemented.

Treasury Board President and Honourable Member of Parliament Anita Anand, within weeks after I was hired under the Veterans Hiring Act, and moved to Vancouver Island from my home in Calgary, Alberta to work with the Department of Fisheries and Oceans Pacific Region/Canadian Coast Guard Western Region, I was being forced into and witnessed millions of dollars of Wrongdoings, Corruption, Fraud, and Gross Abuse of Public Funds taking place. Credit Card Fraud, Hospitality Abuse, and Travel Abuse were the first incidents I saw taking place.
I served in the Canadian Armed Forces Army Logistics Branch supporting Conventional and Non-Conventional (Special Operations) units, Sovereignty Operations, NATO, and United Nations Operations overseas for thirty (30) years from 1983 – 2013. I was one of thousands of Administrative Officers, Finance Officers, and members of my Military Occupation Specialty (MOS) who were questioned by the former Special Investigations Unit (SIU) later retitled National Investigations Unit (NIS) after the SOMALIA INQUIRY and the book TARNISHED BRASS – CRIME AND CORRUPTION IN THE CANADIAN MILITARY exposed everything going on in the Canadian Armed Forces (CAF). Some of the Royal Canadian Navy (RCN) Officers retired, collecting military pensions, and working for the Canadian Coast Guard basically took the playbook from the 1980’s – 1990’s and used it on the Department of Fisheries and Oceans (DFO) who to this day I actually believe did not know what was going on. The MODUS OPERANDI used in the military I saw taking place in the Canadian Coast Guard Western Region using Abuse of Authority and Power over subordinates below them in the chain of command. Subordinates and Peers at the Canadian Coast Guard Western Region located at 25 Huron Street told me before and after my disclosures to the Office of the Public Sector Integrity Commission of Canada (OPSICC) in late 2018/early 2019 (References, A, B, C) under the Public Servants Disclosure Protection Act (PSDPA) that they were genuinely afraid of the former Royal Canadian Navy Pacific Fleet Commander Rear Admiral (Retired) who was our Assistant Commissioner of the Canadian Coast Guard (CCG) Western Region. Treasury Board President and Honourable Member of Parliament Anita Anand, this is not unique in the Canadian Armed Forces, or Canadian Coast Guard but happens in almost all Departments, Agencies and Crown Corporations in the Federal Public Service. Instead of being handled quietly, internally as it should be, victims can only rely on the Canadian News Media, often times in confidentiality until it becomes a National Scandal, requiring a Parliamentary, Senate, or Public Inquiry, and then often times, an RCMP Criminal Investigation. Airing out the laundry to Canada’s population of over 41 Million residents that the Federal Public Service is corrupt, and a horrible work environment to work within. One that only takes internal matters seriously after it has made news cycles in the Globe & Mail, National Post, CTV, Global News, or the Canadian Broadcasting Corporation (CBC). Causing irreparable harm and damage to the Government of Canada, the Federal Public Service employer, the Departments, Agencies, Crown Corporations, and most damaging… the reopening of the wounds many of us who have worked in these conditions have to live through every time we see a new National Corruption, Ethics, or Scandal exposed publically from within the Federal Public Service.
Treasury Board President and Honourable Member of Parliament Anita Anand, I suffered through over 18 months of Reprisals, textbook Constructive Dismissal Tactics, fabricated Administrative & Disciplinary Hearings, leading up to a Wrongful Termination as an Indeterminate Federal Public Servant on 13 July 2020 for doing the right thing! For adhering to your Treasury Board Presidents Values and Ethics Code for the Public Sector regarding Stewardship of Public Funds, Reporting Wrongdoings in good faith under the PSDPA, and the False Flag Narrative that our jobs will be protected under the Public Servants Disclosure Protection Act (PSDPA). The Office of the Public Sector Integrity Commission of Canada and Commissioner Mr. Joe Friday basically threw me in front of the bus, watched me get run over, and stood on the sidewalk waiting for me to die! Insiders told me the Canadian Coast Guard Western Region Assistant Commissioner, my former Regional Director, and the DFO Labour Relations Officer who quarterbacked my Termination Process were all let go. As the Federal Public Servant who was terminated for doing the right thing, I am in a three year waitlist with thousands of other Federal Public Servants waiting for reinstatement justice at the FPSLREB. The Federal Public Service Labour Relations and Employment Board (FPSLREB) took on my file after both the Union of Canadian Transportation Employees (UCTE) and the employer Canadian Coast Guard tried to pretend that I never submitted a Grievance for my wrongful termination. The UCTE had my grievance in their office via Canada Post and via email within hours of my Wrongful Termination on 13 July 2020, blaming the Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-CoV-2) Cold Virus for not receiving or actioning my Grievance. The employer denied the Grievance in late 2022, and has been at the FPSLREB since February 2023 in a three year waitlist. My Grievance at the time in July 2020 was for Reinstatement while I was living on Vancouver Island backdated to 13 July 2020. I could no longer afford to live on Vancouver Island awaiting the Grievance Process, returned back to Alberta 15 June 2022, selling my Calgary home to pay for my move, buying a home in Red Deer, Alberta with some RRSP funds and Calgary Home sale profits. I live off a small Master Corporal 30 year Military Pension, a very small Veterans Affairs Canada pension for some of my Special Duty Area (SDA) Operational Physical Injuries, and started to collect my dismal Canada Pension Plan (CPP) effective my birthday in 2023, barely making it month to month in Alberta. Veterans Affairs Canada terminated my Income Replacement Benefit (IRB) effective January 2022, still in the Federal Courts (T-242-23) awaiting a trial date, fighting to have it reinstated to January 2022, when I was cut off by a Rogue Victoria VAC Case Worker who hates Veterans, treating me like a Welfare Recipient.
Treasury Board President and Honourable Member of Parliament Anita Anand, I joined the Canadian Armed Forces on 16 March 1983 in Montreal shortly after graduating High School. I received my Canadian Forces Decoration (CD) from H.R.H. Queen Elizabeth II, was presented the Individual and Unit Commander In Chief (CinC) Commendation from the Right Honourable Adrienne Clarkson at the Winnipeg Jets Arena on 1 December 2002, with other members of my Battle Group. For our Actions in Combat, while preventing Genocide in our Area of Operations (AOR) in former Yugoslavia. I served my country faithfully in uniform for 30 years and 158 days, and as a Federal Public Servant, a Servant to the Public for three (3) years, hoping to do five (5) years, to top up my Federal Public Service Pension to the thirty five (35) year Maximum Pension, which was planned for when I turned 60 in April 2023.
As a Federal Public Servant, a Servant to the Public which includes Stewardship of Public Funds under the Treasury Board Values and Ethics Code for the Public Sector, I did not deserve to be treated like I was from my employer the Federal Public Service, and the Canadian Coast Guard. Federal Public Servants, especially those that are Unionized Employees who are supposed to be protected by their Collective Agreement and Unions, do not deserve to be treated like I have been treated by our Treasury Board President, Chief Executive Officer, and Federal Public Service Employers. Treasury Board President and Honourable Member of Parliament Anita Anand, no Federal Public Servant, a Servant to the Public should ever have to suffer like I did, for DOING THE RIGHT THING!
